Big Money And Bigger Wars

We are used to banks that are 'too big to fail'
falling prey to grasping 'investors who cause losses
too big for too most of their customers to carry them.
So the state enters in and and rescues the customer
from the investors, which is seen as a win-win
as far as anyone who sees the future can read. 

But what if the state that starts a war with its neighbour
is like the grasping investor in the failing institution
that 'can't fail'? Which state will rescue the neighbour
from its 'too big to fail' foe? Which country or continent
will measure up to getting the warmonger to back off?

Particularly when they have the detachment through technology
to not know when they are in the wrong and know when to stop?
